How to create a torrent in WebUI/GuI ?

I have the file on my server... and I want to make a torrent file of it and upload it to another tracker. How can i do it ?

You have a server... use wget to download the source(s) you need, or the packager that comes with the server, make / setup / run the tools...

If you downloaded it from a tracker already... Take the torrent you have, and edit it for the new tracker? You can even do it locally with http://forum.utorrent.com/viewtopic.php?id=31306 and/or just upload it to the tracker so they replace the ANNOUNCE string with their own tracker.

Hmm... sry but still confused. Lemme clear everything.

I have the file on the server from another tracker (I dont own the server nor I rent it) I can only download and seed the files. I want to change the (.torrent) file name and also change the tracker and upload it on another tracker.

Example: What I want to do is, Download a particular file from one tracker and want to upload it to another tracker. So I have to change the file name. (How can I download .torrent file from that server) Or is there any specific software to do such things ?

If you're using TorrentFlux there's usually an icon you press to download the .torrent file. TorrentEditor is good if you want to change tracker without changing the infohash: http://www.torrenteditor.com/ - Always doublecheck the .torrent you upload does not have your personal passkey tracker URL. If you don't know what that means, then never mind! ;)

Well, I recommend BFE if you already have a torrent. One of the main things sites do is add "SOURCE" key into info dictionary to make it unique. I'm sure the administrator keeps logs of changes made to torrent files, and if it shows alot of "found source, replacing"... they may not appreciate 2nd-hand torrents.
