1c3d0g
It appears to be a NetMeeting port, which means your ISP is probably throttling down the other ports except this one.

jroc
I had a theory awhile back about ports that other well known services use and trying to use em for bittorrent. Seems like the high number ports are not the best way to go all the time. This might make for good reading:http://forum.utorrent.com/viewtopic.php?id=1936

kpanga
hey i just wanna say thanks to tubs2222, i was trying for 3 days to fix a solution with my blue frog, then i changed for utorrent. My downloads were fast but not consistent or was to high(103) or too low(0.1) . so i changed the port for the one tubs said , because i also have rogers..............now they run perfect..........thanks and merry xmas
