Slow upload speed

I have a 8mb/1mb cable connection and it's supposed to upload at 128kB/s but it's been capping at 30-60kB/s for past few days, and the only time it does go to 100+ is when I'm downloading and the speed is really bad., how do I fix it? And the download is really random, it goes up and down between 1 and 900kB/s, is it supposed to be that random?

Short answer, Yes. Long answer, depends. Firstly, theoretical maximums are theoretical for a reason. 1Mbit upload is indeed 128 KByte, however with protocol overheads you're lucky if you obtain > 100 at any given time. Second, it isn't unheard of for ISPs to shape bandwidth for uploading. Some go to great lengths to stop ALL uploading in-fact. So, if you have the cap @ 60% of usual when seeding only, why not set a "background" torrent to download @ a low number... I'd start @ 1 KBps and go from there. This would always keep download happening and therefore not trigger the shaping on your upload.

As far as download fluctuating you may want to check out http://forum.utorrent.com/viewtopic.php?id=15992 as it mentions things to do. Common practices for increasing sustained speeds include turning off unnecessary features, enabling encryption, disabling DHT, and upgrading to 1.8 if it's the ISPs shaping hardware at fault. Have you checked out http://utorrent.com/guides.php during your setup of uT?

So eventhough the ISP doesn't throttle downloading, it can limit upload? My ISP is in Jamaica but when I do speedtests, it tells me I'm connecting from Florida and it says I'm using "Colombus Comminications" and I haven't seen any news about those people throttling, nor the one I'm using in Jamaica. About the upload speed, it's been consistent between 110 and 122 but lately it's stuck at lower numbers.

Indeed. Many ISPs worry about upload, because apparently it's in short supply ><

I'd think another explanation would also be explained in the contract you sign with your ISP... something like "limits on service". Though many times this isn't OVERTLY specified. Check to see if there are different times when "traffic shaping" occurs. Or even ask a support tech... though I would advise being firm. (Of course when you are please give them accurate information)... for instance, "during 6p-12a last monday through wednesday I noticed my internet was uploading slower than usual. Is this part of regular shaping protocols?"

Please please, also, it's not throttling unless you are actively losing peers or connections. Your limitation on data transfer is shaping.. think of it like a sine wave, where there's an off period (at 0) and it gradually goes on, and then back off again. Sometimes ISPs list these limits like I said, other times it takes a call and a reference to a hidden addendum to your EULA/AUP/FUP (license agreement, acceptable use policy, fair use policy)... and even then some will still tell you "no we don't" either because it's company policy to not discuss it or because they don't know. That's why proof (in the form of specific dates and times) is valuable as 1) an indicator you are not a moron who can't find his "Any" key and 2) that you've already done some troubleshooting.

If you check Ctrl-P -> BitTorrent in uT, is the encryption currently disabled? If so, try enabling that first to see if you get more consistent downloads. It won't always be that peak speed you've got (I drool at anything > 250) however it may "even out" @ something like 450 or so on 1.7. If you want to try 1.8 without worry, get it from http://utorrent.com/download.php and follow http://utorrent.com/faq.php#How_can_I_share_my_torrents_between_user_profiles.3F to make it separate from 1.7, create a shortcut "path\to\utorrent-1.8-beta.exe" /RECOVER so it runs at the same time as 1.7, and then see if you can get faster speeds out of 1.8 with the same test torrents http://slackware.com/torrents/ (less than 5 minutes is fine, you don't need the whole thing)
