Meaning, if my upload rate is only 40 kB/s my download rate would only be 40 kB/s as well? From a fairness standpoint, that method seems most equitable but it doesn't take advantage of our download speeds especially when many broadband services favor download rate over upload rate.The other point I don't understand is queuing. Is he saying peers with faster transfer queue more frequently? For example, if you wait in the lunch line, those that can finish their meal faster get in line again?
