utorrent will not connect

I have just reinstalled utorrent after reformatting. Then, I upgraded to SP3. All my other programs show no problem even bitcomet, although its a lil slower when starting it up. But utorrent is a totally different matter. It starts fast, but fails to connect all the time. It's been going on for quite some time. I was hoping time would fix it but it didn't... I need help. I cannot use bitcomet anymore!

I have turned off windows firewall and have no other firewall programs. I use AVG antivirus. There doesnt seem to be any conflict between those programs.

DHT shows only 1 node and updating status. There is no "Tick" symbol.

OK I have read the setup guide properly.

I dont use any firewall. I have disabled my router's firewall.

I searched the forum and also googled my problem. Found some answers but still doesnt work.

The beta version doesnt work very well. It keeps crashing so I'm using v 1.7.7

My problem : uTorrent will not connect.

I tried making a static IP, doesnt work. The port is already forwarded and I can't create a NAT rule on my router. (A year or so ago, I never had to do any of these but utorrent was sitll able to download and upload at considerable speeds.)

here's a little bit more details.

My modem's model is Bipac 5112s supplied by my ISP and I am on ADSL. It's in bridge mode and the NAT status is deactivated. So in order for me to create a NAT rule, I changed it to PPPOE and auto connect to ISP (I did that after googling for a solution). Static IP was setup up before this.

After doing that, I opened uTorrent. The DHT seems to be updating, which is a change from the last time whereby the DHT shows only 1 node. I waited and waited but nothing seems to happen to uTorrent. It is still unable to connect. There is no triangle symbol or a tick or anything at all at the network status! Although the port checker still tells me that my port is opened and is able to receive incoming connections. So I waited to no avail.

Yes, My ISP is one of the "Bad ISP's".

I have also uninstalled windowblinds in case there was any conflict.

Currently, I have reset my router to its default factory settings and I am not using static ip. Still does not connect.

Yo, I did not setup static Ip. I jz put a torrent into uTorrent and the thing connected... I finally saw the green tick! =) And I disabled the email scanner and upgraded to 1.8. Works well.

The speed was awesome! My bandwidth can support up to 160kB and uTorrent was cumulatively downloading several files at 140kB. That's ok, right?
