My speed is VERY LOW!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

hi guys im a newbie in computes and i have a question :why my speed is so low? (1-25 kbps)...i have an 1.5 mb internet conncection and i tried the speedguide...why my speed is so laggy if u know guys plz tell me but in simple language as i said becoz im newbie:)
