Tracker Offline - Timed out

Now I know this has been posted numerous times, but I have tried many, many ways to try to fix this error. Weird thing is that my torrents on one tracker work perfectly, but on others, I cant update at all. My friend has confirmed that the trackers are working 100%, so it must be a problem on my part. Things I have tried:

Restarting uTorrent

Restarting my computer

Restarting my router

Repatching TCPIP.SYS

Downloading one of those slackware/openoffice test torrents

I really dont know what the problem is, can anybody help?
