port forwarding problems

I downloaded utorrent a while back and its always run slow (around 5-10 kb/s), and whenever i had utorrent open, i couldnt open webpages... so today i decided to make a change. I have a linksys router and i forwarded the port properly and it seemed to fix the problem, however my internet would then cut in and out periodically. I tried a different port and the same result, also i tried just forwarding a random port without having utorrent open and it does the same. I have done this before for xbox live and it worked fine, i dont really know what the problem here is. Im starting to think its my router, but then i tried to switch to a hub that was lying around and that killed my internet completely. So hopefully someone can help me sort out this mess, thanks in advance.

have you tried using a fixed port (not random) with a fixed IP address (not dynamic) for your pc?

i used linksys a while back and didn't have any problems with it.
