Network conflict message

I really hope the experts can help me! I'm a bit new to this but have been using utorrent for some months now with the green light and fast speeds. No problems and everything going great.

Yesterday out of the blue, I got a windows pop up message stating I had a network conflict. Since then utorrent has reverted to either yellow or red status and the speeds have decreased to less than 10 kB/s.

I'd appreciate it if someone can give me some advice – I've tried re installing utorrent but no luck. Don't know what to do next.

Modem: Speedtouch 536v6

Router: Belkin F5D7230-4

O/S: Windows XP

There is also a Linksys 3102 box from Engin (VOIP company)

If it's a Windows popup, it means someone on your network is using the same IP address as you, if you have other computers, or an insecure wireless, that might be it. A restart should suffice if using DHCP, you should use a static IP address though, and port forwarding.
