But for some unknown reason it will jump up to 200 kB/s for about 5-10 seconds. I have a very good knowledge of Utorrent but I have no idea why its doing this. I should be getting higher speeds. It sounds like they are using some other metric to manage their network... at least in your area. People I know on Cox are still shaped during most business hours.
