Are you using a different computer to post? Can you get programs onto it? Is it an XP computer? Try getting LSP-Fix onto the computer to check it.

If this happens after using µTorrent or any other P2P program, then you probably have a program messing things up. Post an HJT log so it can be looked at for problems. Resetting the Winsock catalog may fix things immediately: Start > Run > netsh winsock reset

So the error just occurs and then you have to restart? Sounds like a messed up program jammed in the Winsock. What's the exact message you get? What anti-virus/Internet-security programs (and related) are you using? Try resetting the catalog as I specified above.

can't remember exact message now something like "? has detected a problem with winsock provider catalog, this allows programs to communicate across networks. the computer will need to be restarted to implement changes"

i'm running norton 360 anti virus software

Norton is known to be a piece of crap, if resetting the Winsock didn't work, try updating Norton. If updating Norton doesn't stop the Winsock problems, try removing it temporarily to see if it's causing the problem. If it isn't, you can reinstall it once the problem is found, though it seems the most likely culprit.
