And I agree that it should be an option. Probably in the advanced section (to scare off newbies when they see that "WARNING: Do Not Modify!!") The default option is to divide your upload cap by 6 and use that to set the max # of active.splintax: It's based on your upload cap, not your actual upload speed. If it can be turned off by setting queue.min_speed to 0 than I think it's harmless (from my point of view ). I like to be able to completely control my bandwidth usage.
