Yellow icon! need help!

I posted a topic months ago in the troubleshooting section but it still didn't work I read the post about ISP blocking bittorrent or something. i tried to find out if my isp is blocking bittorrent but i always get the message that the test failed. BTW I am in Philippines and my ISP is SMARTBRO. please help regarding this. If you want to know my problem see here http://forum.utorrent.com/viewtopic.php?id=38277

And also there is this message:

[2008-07-16 23:31:00] Error opening Windows firewall: 0x80070005 Access is denied. but uTorrent is added in my exceptions list.
