Armand Hammer Posted August 14, 2008 Report Posted August 14, 2008 I've been running utorrent for all of July (recently moved) with no problems, getting download speeds of up to 1000 kB/sec. Recently, the download speeds have either stayed around 30 kB/sec or fluctuate between 10 and 100, every once in a while "spiking" to around 200. I have set up a static IP, ports are forwarded and the green icon is on (speed guide recognized as open and accepting connections). Trendmicro and Windows firewalls are disconnected. I called my ISP, (Shaw, my service is cable High Speed Xtreme I), and they assured me they do not tamper with traffic, only cutting off if there is a problem. I tried the Glasnost test and it says there doesn't appear to be ISP interference. I tried the Shaw speedtest and got 18 mbps down and 800 kbps. I have a Linksys WRT54G v8 router, and I have plugged the cable into my laptop directly from the modem and it makes no difference. I downloaded a file from Creative and it hit 600 kB/sec. I downloaded two torrents with 4000-6000 seeders and they still download at less than 10 kB/sec. I downloaded the file from OpenOffice.org and it also remained slow. While this was happening, I updated to version 1.8. I realized there might be an issue if torrents are set to less than 5kB/sec, and all individual torrents are set to 10 or 15 upload. I tried connecting my desktop directly into the modem and got the same slow speeds. Desktop has an earlier version of utorrent. I tested a file on mIRC and it flew along at 384 kB/sec.I've tried the different settings for encryption and haven't noticed a difference. I've changed the UPnP settings and not noticed a change in speed. I've changed my upload speed between 20 and 50 kB/sec. I've changed my number of connections (I had them quite high previously), and now they are at 500 global and 50 each, with 6 slots for uploads. I've been wrestling with this for a few days and my brain is starting to feel like goulash. I hope I've remembered everything I've done. If there is other info that would help, please let me know. I miss my good speeds.

Armand Hammer Posted August 14, 2008 Author Report Posted August 14, 2008 With the results of the Glasnost test I'd hoped there was no throttling. Any suggestions? Is there another way to confirm throttling? I might try changing my ports, but not sure if that will help.

It was very slow for about 20-30 minutes, then jumped up to 400-500 kB/sec to finish. Serious confusion here.
