Peers not transfering more than 1 kB

Ok, I fixed a problem where clients wouldn't connect etc, cause of my ISP. Talked to them and that is fixed...

however, now when i connect to seeds/leeches they do not send or recieve more than 1 kB/s.

All ports forwarded correctly, get the Nework Ok status. lazy bitfield set to true, all my other settings are correct, as they had been working fine before all this crap and have not changed...

umm, have noticed that there will be a sudden burst (right when I connect) of speed then instantly drops to the 1 kB. So I think it's my ISP. However, it's a local ISP so I know the guy running it and he says that they are not blocking ports or doing anything to limit bit torrent, actually he told me that he doesn't care what I do as long as it doesn't involve trying to take down their wireless access points.

Edit: also on all the test torrents I've tried I tend to have tons more seeds than leechs... for example, 55/3

Actually, if it's a local ISP -- it may not be throttling BitTorrent in the least.

But the ISP they're getting internet access...might be!

Small ISPs are just as much customers of big ISPs are average home users on broadband are.

But there's one difference, big ISPs stand to get even more business if small ISPs go out of business.

(catch my drift?)
