constant red icon, cant find any open port

hi, ive been using utorrent for a while, and i would not be asking for help on this issue but i can seem to find anything to fix it anywhere.

My problem is that I can not get a green icon for the life of me and the fact that every port i pick is some how blocked even with my cpu hooked up to the modem and windows live onecare firewall disabled. I have tried every thing possible to fix it but nothing seems to work. So i was wondering if anyone on here might have a solution to this.

p.s

yes i have port forwarded my router and live onecares firewall, hell even the basic windows firewall.
