Port Forwarding with T1

So I can't forward a port to save my life. Here's my setup:

I have a T1 line that comes out of my phone system box and into a Netgear FVS318 router. I've followed the portforward.com instructions to the t. I've exceptioned uT and then even disabled the Windows firewall (the only one I have), set up a static ip, all the stuff you're asking in all the other threads. No matter what I do, I can't get an open port.

My question is, does T1 not allow PF'ing? If that's the case, I'll stop trying. If that's not the case, I can provide more info if you need it.

Maybe you missed a software firewall on your computer?

Lots of antivirus programs have firewalls now.

Or you forwarded to the wrong LAN ip from your router?

Does the "phone system box" have any configuration ability?

Your ISP could be using a router further up the line and NOT giving you a unique internet ip, so you're hopelessly firewalled that way. (Ask them!)
