No downloading and it's not the router.

(As far as I know I don't have a firewall.)

The µTorrent has the red circle with ! at the bottom.

I am using xx/384 settings, the µTorrent port checker says the port is not open.

I have done EVERY SINGLE STEP listed in the sticky.

And it's not NOD32 cause it's been doing this since before I had NOD32 installed.

*sigh* yes I know but I already know that it isn't the router or modem for a good number of reasons and seems like a waste of time to look into such things if we all know they will yeild no result.

but if it's that big of a deal, here's the info:

yeah tried all that, and port forwarding doesn't seem to change anything at all either.

I say it's not the router/modem because it's been doing this for longer than we've had the new router and modem. I checked and our firewall is turned off on the router, the router recently had to be reset so it lost all settings, including port forwarding, and now I am really confused how do the other three wireless connections still get good speed? Doesn't make any sense really.

Oh and I can't set a static IP, when I asked about the default gateway, Time Warner says only business-class cable customers are authorized to use such information. If you are saying 'what‽' I share your sentiment.

Static IP for your LAN is different from static IP for the WAN. The latter is what your ISP is referring to, and the former is out of their control (but is within yours). A static LAN IP is different from a static WAN IP.

Setting up static IPs outside of the router's DHCP range is important because some routers sometimes refuse to forward ports to IPs within their DHCP (dynamic IP) range. Forwarding to a dynamic IP is like trying to shoot a moving target, after all.

Check this, and after you set the static IP up (again, outside of the router's DHCP range), remove the old forwarding rule for the computer and forward to the new IP.

LAN = local area network, wired or unwired

WAN = wide area network -- the Internet

WAN does not mean wireless as you seem to be thinking.

Edit: If they won't tell you their DNS server IP addresses (that's a dumb policy), then you can always figure it out yourself -- connect the computer directly to the modem and check Start > Run > cmd /k ipconfig /all for the DNS server. Alternatively, you can use OpenDNS servers, which are free for all to use.

Edit: Um, actually, not knowing the ISP's DNS server shouldn't really be an issue -- routers normally contain built-in DNS servers/forwarders. Try using your router's default gateway IP address as the DNS server IP. The router gets DNS information from the modem, which, in turn, already gets its DNS lookup requests (presumably) from the ISP anyway. If that doesn't help... then yeah, the above edit applies.

Sorry some say wan to mean wireless, I've had a lot of people tell me WAN meant wireless. And thanks, I'll try to do that to find the DNS, maybe the static IP will solve this whole problem.

Edit: well alright, I did indeed find there WAS a problem, the DHCP goes from 192.168.0.100-199 I had been using 199 >.<

So I changed it to 192.168.0.99, and I looked in the router settings, the DNS servers are listed on the status page, the biggest problems always have the most obvious solutions, heh. The DNS servers it listed were 24.25.5.147-148, that sound right?

Anyway I thout the DHCP would've been the cause of the problem, because everyone else on the network uses 192.168.0.200-255, well outside the DHCP. At any rate I went to port forwarding and tried to forward 41516, the port I use for µTorrent, no dice... it still gives me the red circle, although other programs seem to run better now that I'm out of the DHCP. I also checked NOD32 and there is no firewall to speak of, it said it can filter ports so I put µTorrent on the ignore list anyway.

Still http://www.utorrent.com/testport.php?port=41516 is giving me a no go.

Sorry for the crazy-long time between last reply and this... a lot of horrible crap went down, long story.

Anyway, neither of those methods worked, and I recently applied a tcpip.sys and UAC patch, my speed on the orrent I was downloading jumped from 15k/sec to 165k/sec. The icon at the bottom is still the red circle...

LSP-Fix said it detected no errors, and the list on the left said:
