Rogers blocking encrypted traffic

Your best bet is to use limited settings either http://forum.utorrent.com/viewtopic.php?id=34259 or lower and follow the tips in the sticky http://forum.utorrent.com/viewtopic.php?id=15992 post #2 .. I do know that bell and/or resellers are shaped between 4p-2a so you should also enable the Ctrl-P > Scheduler at those limits during those times to cause uTorrent less headache.

With Rogers, you're better off to allow some unencrypted connections.

So...set outgoing connections to ENABLED encryption and allow incoming legacy connections.

Reduce overhead by uTorrent by disabling extra features and reducing connections.

This means disable DHT, LPD, and Resolve IPs (right-click in PEERS window on an active torrent).

In the 2nd link in my signature, choose settings no higher than 512 kilobits/second upload max...as Rogers probably won't let you upload faster than 30 KB/sec total...except maybe to other Rogers customers.
