Removing a tracker automatically also isn't a good idea as a tracker that goes down temporally for any reason will be permanently removed. There is no type of server that could handle this nor should there be as it goes against the idea of bittorrent. There are two functions to help when a tracker is down. DHT and Peer Exchange. Your first sentence is exactly the reason that working public trackers should be added automatically by the torrent software. That way they would be added to everybody's torrents on a regular basis. And removing trackers that are temporarily down wouldn't be bad if they were automatically added back in when the site is restored (who said removal had to be permanent?) DHT is worthless for a large percentage of users because the large number of connections it makes kills most residential routers (including mine.) Until something like this can be implemented, I encourage torrent users to check all of their torrents to make sure that each has at least one working tracker. If one is found that doesn't have a working tracker, add currently working public trackers to the torrent file for it using torrenteditor.com and repost the torrent to one of the popular indexing sites like TPB, KAT or 1337x.
