High, normal and low, the high priority finished first as expected but normal and low priority were both at 25% when i checked it at a later time. If you don't want files to not download, use SKIP.Priority isn't guaranteed, and if there's more rare pieces somewhere, those pieces will get more priority, regardless of if the file is low, medium or high priority.
