What Ctrl-G settings are you using? As you see from the setup guide it should be below your MAX upload. On the Speed tab, if you change it to UPLOAD only, and switch to 5 or 30 second intervals... does the upload stay at your limit (horizontal line)?

So it's normal.

If you haven't already, set outgoing encryption (under BitTorrent in preferences) to Enabled or FORCED.

i have mi conecction in this order

modem---router---1computer

---2computer

---3computer

You don't set your Internet IP to static. You set your computer IP to static, i.e. change it from Dynamic/DHCP in Windows. Then setup the rule in your router for THAT IP. (i.e. 192.168.1.201)

@danonino2003: I know your IP is dynamycal, 190.31.35.3 was just your IP as this time. Anyway that doesn't change the solution to create the rule in router setup.
