Behind any firewall softwarehardware, Router ?Have you forwarded the ports andor excluded uTorrent from the firewall incase you do ? Do you have any NATSelect errors in the statusbar of uTorrent ? Unless its a 2-way street, nothings going to happen.And, it could be your connection. It should be available hopefully sooner than later.Have you had better luck with other torrents? It would point to the lack of this support.
