My Speed wont exceed 30kiloBytes per second!

Im using version 1.8.1 and i just upgraded from 1.7.7

i upgraded from 1.7.7 because i was having this problem, and that short minute where it was updating, my speed shot up to 200kBps and then went back down to 30 when it was updated.

my internet speed is 5.1mbps / 650 kBps. and my upload is 650kbps / 80kBps.

ive tried changing the upnp and NAT settings, changing ports, changing the max global peers, max peers for each torrent, changing the maximum half open, and various other things listed here.

the status is currently green :D

my net.max_halfopen is set to 10, and changing from 8 -> 10 -> 8 -> 10 didnt really change anything

my download speed is currently unlimited, and so is my upload..

im using a bell 2wire modem.

im on a DSL line.

im using AVG 8.0 free, and windows firewall and im on a windows SP3.

i tried downloading the linux program thing, and i STILL wasnt getting over 30

and i also know that setting max upload to less than 6 limits it, but that is not the case.

sometimes it goes fine (100kBps +) but lately, its been steady at 30.

please, help me :S im dying here!

Follow the procedures for ISP interference in the sticky. For your Ctrl-G settings, reduce connections total and per torrent. Have you changed encryption settings?

Are you sure you're not force shaped due to AUP/FUP restrictions?

ive tried all that, changed the ports, went into my modem and messed around with it, and sitll NOTHING

edit: whats AUP and FUP?

edit: no, cuz ive been downloading for over a year now, and this recently started happening. nothing against my ISP or anything like that..

acronyms for acceptable use policy / fair use policy .

:( If you don't get any higher speeds, to isolate the ISP you could use another computer. This would indicate something on your computer is to blame. HOWEVER just because it is recent doesn't mean it CAN'T be ISP shaping. Many choose to sporadically or slowly rollout changes to their network. Additionally if you use a small ISP it's very likely the ISPs they peer (connect to) are interfering which your ISP can't do anything about. What ISP do you use? Have you searched here for previous mentions of it?

well i have bell DSL so its not small

and another thing, while im downloading from torrents, i can download from megaupload at my max speed, being 650kBps...

and another thing im confused about is, why the download speed peaked at 200kBps during the time that i was updating 1.7.7 -> 1.8.1 and then after it was done updating, went back to 30 -.-

edit--its going fine atm, if it changes ill notify the kind people on here

right now, im getting ~200kBps

ISP interference.. Keep track of the times you're impacted. It may show a pattern. Then if/when you call/talk to ISP helpdesk you can give them these times and hopefully you will get escalated to a technician who can tell you what's up with shaping.

today i downloaded 10 gigs while i was at school o_O

so, it was going fine while i was at school, and at around 5.30, the speed dropped to a steady 50..but it wasnt peer fault, and now i am turning it on again. lol
