Most cell carriers don't allow full public IP addresses (they use private reserved 10.x.x.x 172.16-31.x.x or 192.168.x.x). If they use private IPs you likely can't open a port anymore.Just because it worked before doesn't mean it works now. . .MOST carriers/ISPs don't like bandwidth being used UPLOAD (the main attractiveness for filesharing).
