Switeck
Have you done any web searches (using GOOGLE of course) to see if your ISP has recently declared war on file sharers or "bandwidth hogs"?
Bambi-the-maggot
Nope, but im guessin i should?
Switeck
Yes...If your ISP has gone hostile, then you'll need to hear from others who may already know settings to use in uTorrent to combat their methods. Some forms of BitTorrent crippling are easier to resist than others.

Switeck
Ok, if it's AOL in the UK/Ireland/Scotland...or even possibly on mainland Europe...then it's likely going through Carphone Warehouse Broadband Services which over the last few months has become EXTREMELY hostile to BitTorrent traffic. They may only have converted your neighborhood in the last 2 weeks. This long message thread tells more:http://forum.utorrent.com/viewtopic.php?id=46778
Bambi-the-maggot
Keep Peer Exchange enabled...it should be encrypted due to above settings.Choose FORCED encryption outgoing, and disable legacy (unencrypted) connections incoming. You might want to experiment with allowing incoming legacy (unencrypted) connections to see if that's a little faster. How do i do those?====EDIT====Its now got a red circle with the ! in it and says im firewalled, but ive disabled all firewalls.... Switeck
You shouldn't use a static internet WAN ip address. It's your computer's LAN ip address that must be static to forward ports properly.
