Error: Access Denied

please help i keep getting this message whenever i try and download a file. the file starts to download(very slowly) for maybe 10 seconds before saying error access denied. i have been on the utorrent help page but i dont understand what the problem is or how to fx it i have tried uninstalling and reinstalling but still the same. can somebody give me an easy explanation how to fix this please.
