thelittlefire
http://utorrent.com/setup_guide.php sounds like you should use xx/256 settings in Ctrl-G . Are you on an ISP which shows up with many problems on this forum?

Switeck
Your antivirus, software firewall, router, or modem (which also contains a firewall/router) is blocking uTorrent.Did you check portforward.com ROUTERs section for details on your router and modem?DISABLE: UPnP, NAT-PMP LPD, DHT (both kinds!), and Resolve IPs (right-click in PEERS window on an active torrent).Keep Peer Exchange enabled...it should be encrypted if your peer/seed connections are encrypted.Choose FORCED encryption outgoing, and disable legacy (unencrypted) connections incoming. You might want to experiment with allowing incoming legacy (unencrypted) connections to see if that's a little faster. If that doesn't work, go try 'extreme' hiding tricks:http://forum.utorrent.com/viewtopic.php?pid=361747#p361747(Note: My post immediately following that one explains what settings in uTorrent are similar to the Azureus ones.)
