Connection drops...

I recently got Roadrunner (w/ Motorla SB4100 modem) and I've been trying to download from public trackers with no luck. It seems to be capped at around 50 kb/s and eventually crashes my connection completely, leaving me unable to access any website. After a restart, the connection comes back. I've done everything listed in http://forum.utorrent.com/viewtopic.php?id=15992 ; patched my TCP, disabled DHT, net.max_halfopen to 4, etc., etc. I suspected that I was being throttled, but the Glasnot test showed I wasn't. I've been successful downloading from private trackers reaching a steady 800 kb/s and reached 300 kb/s+ on torrents from Openoffice.org and Slackware Linux with no crash whatsoever. Is it possible for an ISP to throttle only specific private trackers, bypassing throttle tests? Is there anything else I can do to fix this?
