HELP! Possible Upload Speed Throttled - ISP 3Web

So I've been using utorrent for a few years. Worked like a charm (500kB/s Down 50 kB/s Up), no connectivity or speed issues until this past while.

Now, for some reason my upload speeds are VERY low. I am lucky if I can get any torrents uploading above 5 kB/s. This in turn makes my downloads much lower than normal. This has been going on for about a month and I can't seem to fix it.

I live in Calgary Alberta, I use 3Web,which is a 3rd party ISP reseller of shaw cable. Shaw Cable does throttle its torrents but 3Web was never affected by this (which is why I switched from Shaw to 3Web), unless shaw is now also throttling its reseller 3Web.

I did the glasnost test and this time it worked but I have done it before and it said I may be throttled.

The BitTorrent upload (seeding) worked. Our tool was successful in uploading data using the BitTorrent protocol.

* There's no indication that your ISP rate limits your BitTorrent uploads. In our tests a TCP download achieved minimal 1 Kbps while a BitTorrent download achieved maximal 22 Kbps. You can find details here.

I encrypt my torrents (enabled) and allow incoming legacy connections.

My ports are forwarded correctly and I get the green checkmark.

My firewall allows utorrent.

I suspect I'm being throttled because I never changed any settings at all and now my upload sucks.

Speed tests confirm that my connection is dl/ul at full capacity with non-torrent files.

1) Does anyone have any other troubleshoooting that I havn't tried? I've searched many different forums and I can't seem to find any other 3Web customers with this problem.

2) If it is throttling, what can I do to get around this? I've already tried encryption and it doesn't work. Will setting up a proxy server work?

3) Or, does anyone know if there is another ISP in Calgary other than Shaw, Telus, or 3Web?
