Just tested again, works without any problems.

Perhaps you redownload the utorrent.lng for build 1703 again, since it was built new some days ago (before it was a 1625 build).

And remember: running utorrent.exe needs the file utorrent.lng and there must not be any utorrent.exe.lang.txt to run the lng file!

(if you can select the languages in the settings, you are on the utorrent.lng; if not, you run the utorrent.exe.lang.txt)
