Static IP Issues

I've had utorrent for a while, but lately Im having some troubles. I don't know how to set a static ip, as whenever I try, nothing happens, and I have to restart my computer. Verizon gives me an external IP on the router page, and this is the one that shows up when I try to do a port check, and it always comes up as unforwarded. Im clueless, and tired of having to delve into my router every day, so any help would be appreciated.
