utorrent permanently shuts off internet, even while not running

I know others have had issues of the internet not working while utorrent is running, but even when I exit utorrent, the internet doesn't work. I also know it's not my router, because I tried 2 other wireless networks after closing utorrent, and I still couldn't connect.

The strange part is that while my browser doesn't work, my instant messenger connects and I can talk to people while my internet is seemingly down.

Does anybody know how to take care of this? I checked the list of processes with task manager and couldn't find anything from utorrent, so I can't figure out how it's posthumously reaching out and blocking my access to the internet.
