Speed Problem

I've been downloading on Utorrent for some time and normally my DL speed on files are consistent but as of late a file that just a few days ago never slowed down under 500kbs and a few others that were all running at or above 20kbs are now all running under 1kbs generally 0.1-0.5kbs the only thing I could think of is peerguardian slowing speeds which doesnt make sense but I just recently got PG2 to work on vista again and never had a problem with it before both on vista and on XP (I've tried disabling and uninstalling pg2 so for the most part I ruled that out coincidence I guess.)
