Problems seeding on seedbox

I have a nice seedbox which works fine with utorrent. I get very fast dl's & upl's. But once the file is complete, it "pops" in and out -- connecting only at about 0.1 to 0.2 kbs, then disconnects. It's fine if it hasn't completed.

It almost appears as if the seedbox hosting co. is blocking seeding, such as bad ISP's Comcast sandvine and such. But yet I see it trying, and the odd thing too, is that it shows it's downloading as well a small amount (after it's seeded, what would it need to do that for?)

I can see 0/10 seeds (I must be one of them) and 0/6 peers.

Does anyone have any suggestion?
