UNABLE TO DELETE ~uTorrentPartFile_7A186403 !!!!

I downloaded a torrent and i delete it but the ~utorrentPartFile still remains and cant be deleted no matter how many times i tried. The file is only 122 bytes. I just use shift+delete to the file like usual but the delete progress bar doesn't load at all and will eventually become not responding. I tried to rename the file or the folder containing it , use FileASSASIN , cut and paste to the recycle bin but all eventually ends with either the program to be not responding or the explorer.exe become not responding and nothing is changed.

I'm using Windows Vista Basic.
