Proxy problem - green and blue arrows but no connections

I'm sitting at my school and I'm trying to download a movie through utorrent. My school uses a proxy server for connections and I have written the adress and port given to me by the admin (at least for normal browsing) into utorrent preferences. I have no red icons at any of the torrents, but there are no connections at all.

The IP and port given to me by the admin are:

IP 172.16.0.1

Port 3128

Please help if you can, and tell me what information I need to give you in order to help

If it's an HTTP proxy, you may never be able to torrent over it. What is the proxy type?
