why the Encode of 'utorrent.exe.log' is ANSI?

when it's encode is ansi,many stuff is difficult to find what is the problem it is,

for example,

List of strings not found in the language file:

*******

?

the second '?' is NOT a real '?',but because the encode is 'ansi',so I can find what is the real mean of second '?'

so,I really hope the next build or version could use 'Unicode' or 'UTP-8' to compose 'utorrent.exe.log'
