Downloaded less than 100% of torrent that you start seeding?

If I take the following steps:

1. Make a new torrent with utorrent, and start seeding

2. Remove the torrent from utorrent so that it stops seeding

3. Double click the torrent in Windows Explorer to load it back into utorrent again

Then some of the files in the torrent are marked as like 99.8% or whatever and the torrent is no longer listed as having any seeds, only a peer.

What's that all about?
