utorrent uploading faster than limit I set?

I set the Maximum upload rate to 10kb/s in the bandwidth tab. I noticed a torret was uploading at 50kb/s though, my connection's maximum speed. The torrent's average upload speed was 6.6kb/s.

This causes my web browsing to be lagged and much less responsive.

Is there anyway to tell utorrent to not globally upload above 10kb/s period?

Did you have DHT or LPD enabled?

How many connections did you have?

Was Resolve IPs enabled?
