Could not detect external ip (is this really a problem?)

But all things seem to work fine. Other peers are downloading from me (so i'm seeding stuff [ impressive, huh? ) ]). The peers have flags like U I, U E, U IHX, U IXE (just those for now) and i have that little green icon with the "check" mark on it... so... i should worry about "could not detect external ip address" ?

P.S. Another thing... if i removed the ipfilter.dat (i'm using only private trackers + i live in an area where autorities don't give a sh*t about illegal transfer of files. Every man has at home a pirated windows... and if he doesn't care his kid surely has so...) file BUT i want to ban IPs that send bad data (if i occasionally download something from a public tracker)... where are those ips stored ? Are they stored across sessions ?
