Statistical leeching of torrents

For overloaded conditions where too many torrents are started which have active peers wanting to download, create only as many upload slots as upload speed allows and spread them between the active torrents.

Rotate out which torrents have none, so no torrent is being constantly leeched. Over time this should yield slightly more MB uploaded per hour than trying to upload to every torrent at once.
