port does not appear to be open

hi all

i am having trouble with utorrent on my new pc

i get the yellow flag saying i have no incoming connections

utorrent port checker says Error! Port ***** does not appear to be open

and download speeds are extremely slow

i have checked and re-checked that my ports are forwarded properly

i have also checked that windows firewall is allowing utorrent

i also tried a different torrent program with the same results

im using windows xp sp3

and my modem/router is an open iconnect access 624 which is still set up exactly the same as it was on my old pc that had no problems with utorrent

your help would be appreciated

edit

i just hooked up my old pc and checked on that and everything works fine so its not on the modem/router side of things

i could really use some help
