Forwaring a Port

I've been having trouble with forwarding a port for ages now, and even longer slow download speeds.

I'm up to the point in which I enter my IP address in the address bar. I do that, and nothing happens. All I get is an error message from FireFox telling me that it's taking too long to respond.

Also, can anyway tell what would be wrong with my download speed. I've down countless tests and set all of my settings to the correct or recommended settings.
