Done Everything To Solve Slow (avg 30 Kb/s Dwnld) Problem..What Next?

Problem: download speed never approaches the "torrent swarm"

seem to average about 30 Kb/s always

Question: speeds of 200, 300, and 400 Kb/s that I often read about I never see.

How do I get them?

Below I give what I think are as many details as any expert might want about my Internet service, my client and set up, host hardware and config, and the results of tests I have run.

Note that portforwarding test always fails despite all solutions attempted.

Always fails from portforward.com on this and any port

cannot seem to find solution

Sprint Chicaog IL: Down: 99 Kb/s, Up: 20 Kb/s

Speakeasy NY NY: Down: 80 Kb/s, Up: 12 Kb/s

Megapath SF, CA: Down: 54 Kb/s, Up: 12 Kb/s

Glasnost test:

no indication at all that ISP is regulating traffic up and down through any port
