Connections intermitent, disrupt internet

I've been using uTorrent for a long time, and this is the first time I've had this problem. I recently reformatted, and it has been happening since this latest reinstall.

When I add a torrent, it will initially connect and download at normal rates. After a short time (seconds to minutes), the download speed will decline to zero, and all internet connection on my PC will be disrupted. Windows still reports both local and internet connections.

After a short time (seconds to minutes), my connection will be reestablished and the torrents will reconnect. This process will repeat until I close the program.

If I attempt to exit the program while the connection is disrupted, the program will freeze, and require using the task manager to close the non-responsive program.

I have uninstalled and reinstalled the program, reconfigured my router, tested uTorrent on other systems (it works), disabled firewalls and other internet connected programs, and tried different bandwidth and connection settings.

I am running up to date uTorrent on Vista SP1.
