How would you test a change of settings?

Gentlemen:

I look at my torrent and it's coming down at 42, I look away and it's 16, I go for a cocktail and it 69.

With that kind of fluctuation going on normally, how would you know you've made a permanent improvement after changing settings.

Where/how can the new settings be tested in circumstances that don't fluctuate?

Use a testtorrent (slackware, open office, .... look onto the setup guide for the links).

They are on dedicated servers, so you can reach your real possible max. speeds.
