Stopping utorrent when skype phone rings

Hi,

I work in a home office enviroment and therefoe share my business connection with my home connection. I have a windows server 2003 that performs many tasks including utorrent, and skype. I use a skype USB phone with skypein as a landline number.

Sometimes there is a problem with calls as utor is taking up all the bandwidth. I may be asking a bit much but is there any sort of program that will stop utor when the phone rings? I may be asking a bit much but skype does have an API?

Any ideas on how i could achieve this would be appreciated.
