So you make the ipfilter.dat file by just typing ip addresses on a single line on Notepad? Then adding a new one on the next line?2. Does it block out other governments or just poison peers?3. It's your choice: peer/seed poisoners, bitvomit peers, etc. You can find various lists on the Web (use Google) but huge ones are pretty useless.
