Auto-increase queue if slow speed (ul/dl)

For the people with a far from ideal internet connection, primarily but not exclusively.

In addition to the queue's amount of concurrent (dl/all) torrents setting, might we have this:

auto-start inactive queued torrents if the overall ul/dl speed is less than specified goal speed (both ul/dl) by specified percentage (5%, customizable) for given amount of time (15 minutes, customizable).

In other words the queue capacity is temporarily increased.

So what about fallback? Let's see, when new torrent(s) are started and the goal speed is reached, their speed is automatically reduced (every 1 minute, e.g.) until either the overall speed drops below the goal speed or it does not, in which case this temporarily started torrent is queued back in inactive state.

Well, not quite exactly as described. As is currently implemented, queue.dont_count_slow_* activate only if a single torrent is below the specified threshold, and isn't a global threshold. The next closest thing would be the automatic upload slot opening if < 90% of the global upload speed is achieved.

The request here is to start torrents if the global speed is below a specified threshold. Now, I'm not quite certain if this has been requested before (it sounds familiar, but not distinctly familiar), so I'll move it back into the feature requests forum. If my laziness to search right now is proven wrong, of course, move it back to the archive :P
